Oklahoma Roofing Rules: Licenses, Permits, Deductibles and Claim Law

What Oklahoma law actually requires of a roofing contractor, what permits you need, and the rules that protect homeowners. This is the plain-English version, with the state body to check each one against.

The short answer

Is roofing regulated in Oklahoma?

Yes. Roofing contractors must be registered with the Oklahoma Construction Industries Board and must carry insurance. Residential roofing contracts have statutory requirements, including a cap on deposits and a prohibition on absorbing an insurance deductible.

Answers

What is the Oklahoma Construction Industries Board?

The CIB is the state agency that registers and regulates construction trades in Oklahoma, including roofing contractors. It maintains the registration database and takes complaints about contractors.

You can verify a contractor's registration and complaint history with the CIB. Proof Construction's registration number is 80004070.

Is there a state roofing license exam in Oklahoma?

Oklahoma registers roofing contractors rather than licensing them through a trade exam the way some states do. Registration requires a business filing, insurance, and compliance with the state's contractor requirements.

Because the bar is registration rather than a skills exam, the homeowner's own checks matter more here than in a licensing state. Verify insurance and local references yourself.

Can a roofing contractor legally waive my deductible in Oklahoma?

No. Absorbing or rebating an insurance deductible as an inducement for work is prohibited. A contractor who offers to waive it is exposing you to an insurance fraud problem, not doing you a favor.

If a quote is mysteriously lower than the deductible-adjusted number, ask where the difference went. The answer is usually an inflated line elsewhere in the scope.

Is there a limit on the deposit a roofer can take in Oklahoma?

Oklahoma places limits on deposits for residential roofing work, tied to the contract value and the delivery of materials. A contractor asking for the full price up front is outside normal practice and outside the intent of the rule.

A materials deposit followed by progress payments against delivered material is the safe pattern. Never pay the balance before the final walk-around.

Do I need a permit to replace a roof in Tulsa?

Most Tulsa-area jurisdictions require a permit for a roof replacement, and the requirement varies by city. In Tulsa and Broken Arrow a replacement permit is standard; some smaller jurisdictions have their own rules.

The permit is normally pulled by the contractor and included in the price. Ask to see it. An unpermitted roof can surface as a problem at resale or at an insurance inspection.

What building code applies to roofs in Oklahoma?

Oklahoma jurisdictions generally adopt the International Residential Code, which sets requirements for roof decking, flashing, underlayment and ventilation. Local amendments vary by city.

Code-required items are frequently missing from insurance scopes, which is one reason a supplement is often necessary. We cite the code section when we submit one.

What is the Oklahoma Insurance Department and when do I contact it?

The OID regulates insurers in Oklahoma and takes consumer complaints about claim handling, including denials and delays. Contact it when a carrier will not explain a decision or will not respond.

A complaint does not replace your policy rights, but it puts a regulator in the conversation and often produces a response that phone calls did not.

Does Oklahoma require a written roofing contract?

Residential roofing contracts are required to contain specified terms and notices, including the contractor's registration information and the homeowner's cancellation rights. A verbal agreement is not adequate protection.

Read the contract for the scope, the payment schedule, the warranty, and the cancellation notice before signing. If any of those is missing, ask for a corrected contract.

Can my HOA restrict my roofing material in Oklahoma?

Yes, if the subdivision has enforceable covenants. Many Oklahoma HOAs restrict shingle color and sometimes material type, and approval is usually required before work starts.

Get the HOA approval in writing before the material is ordered. Changing a shingle color after installation is an expensive mistake.

Am I required to carry wind and hail insurance in Oklahoma?

Oklahoma does not mandate wind and hail coverage by statute for all homeowners, but virtually every mortgage lender requires it, and a policy without it leaves the most likely loss in the state uninsured.

Check your deductible: Oklahoma policies often carry a separate percentage wind and hail deductible, typically one to five percent of the dwelling limit, which is far higher than the all-other-perils deductible.

How do I look up a roofer's registration before I let him on my roof?

Ask for his Oklahoma registration number and check it against the state Construction Industries Board listing. Our number is 80004070 and we put it on every bid. If a crew cannot give you a number at all, that is your answer. No number means no crew on your roof.

Registration is the state's paper trail for a roofing business. It tells you a real company name sits behind the crew. Write the number down and keep it with your contract. We hand ours over before you sign anything so you never have to chase it later.

Who do I complain to about a bad roofing job in Oklahoma?

Start with the contractor and give him a chance to fix it in writing. If he will not, the state Construction Industries Board takes complaints about registered roofing contractors. Your insurance company and the Oklahoma Insurance Department matter too when a claim was handled badly. Keep photos, the contract and every text.

Put the complaint in writing with dates and send it by email so there is a record. Ask for a specific fix, not an apology. If the roof is still leaking, get it tarped so the damage does not grow while the complaint moves. We will always tell you what our own written warranty covers before you go that route.

My roofer started work without pulling a permit. What happens now?

It is your house and your name on the record, so an unpermitted roof can come back on you at inspection or at sale. Call the city permit office in Tulsa or Broken Arrow and ask what they want. Often the fix is a permit pulled after the fact. Get their answer in writing.

The rule here is local, not state, so the answer depends on which city you live in. Do not let the contractor talk you out of calling. If he will not pull the permit, stop the job and get a registered company to take it over. A cheap roof with no permit is not cheap when you sell.

Will the city come look at my new roof before I pay the roofer?

In most Tulsa area cities a replacement gets an inspection, and the city signs off when the work passes. We schedule that inspection and meet the inspector so you do not have to take a day off work. Do not make the last payment until that inspection is closed out.

A repair usually does not trigger an inspection. A full replacement usually does. Ask your contractor for the permit number on day one and ask again at the end for the closed permit. If he cannot produce either one, that is a real problem and not a paperwork delay.

What is a certificate of registration and does my Tulsa roofer need one?

A certificate of registration is the state paper showing a roofing company is registered to do the work in Oklahoma. Ask to see it and match the company name to the name on your contract. Our registration is 80004070. A crew that cannot show one is a crew you should not hire.

The certificate is not the same thing as insurance, so ask for both. Insurance covers you if someone is hurt or something is damaged. Registration shows the business answered to the state. Keep copies with your contract and warranty papers so a repair years from now is easy to trace back.

Does Oklahoma law say how long a roofer has to finish my roof?

There is no set state clock on a roof. The schedule in your written contract is what matters, so put real dates in it and ask what happens if weather pushes the job. Most Tulsa area homes are done in one to three days once the crew starts.

Weather is the honest wildcard here. Hail season can back up material deliveries, and no roofer can promise a date against a week of rain. What a good contract does is say who is responsible for the dry in each night and how delays get communicated to you.

A storm chaser from Texas says he is registered in Oklahoma. How would I know?

Anyone can print a number on a flyer. Look the company up yourself through the state Construction Industries Board and check that the business address is a real place. Ask for a local office you can walk into and a written warranty with a phone number that still answers after storm season ends.

The tell is not the paperwork, it is who answers the phone later. Storm crews leave town and the warranty leaves with them. Our office is at 1709 W Detroit St in Broken Arrow, and we are still here when a shingle lifts a winter or two after the storm.

Does Oklahoma require a certain warranty on a new roof?

No state rule sets a roof warranty. What you get is whatever the manufacturer gives on the shingles plus whatever the contractor puts in writing on his own labor. Ask for the workmanship warranty in writing and read what voids it. Ours is three years on replacements.

The manufacturer warranty covers the shingle itself and rarely the labor to replace it. Labor is the expensive half. A workmanship warranty is the contractor's own promise about how the roof was installed. Get both, in writing, with the company name on the document, before the crew shows up.

Taking cash is not illegal, but a roofer who will only take cash and will not give you a written contract is a bad sign. You want a paper trail, a receipt and a company name. Pay by check or card when you can, and never hand over the full price before the work is done.

The reason it matters is your claim. Insurance pays against an invoice, and a warranty is only as good as the company behind it. Ask for an invoice with the company name, address and registration number. If a crew will not put that on paper, walk away while walking away is still free.
